In response to growing interest in universal healthcare, SHD -- in collaboration with the
California HealthCare Foundation (CHCF) -- engaged eleven groups of uninsured Californians
in a process to identify their needs and priorities about healthcare coverage.
From Ukiah
to San Diego, 121 people participated in an interactive, computer-based process to
determine how they make trade-offs among such components as cost-sharing, provider choice,
and comprehensiveness of coverage.
This month, CHCF released the results of this project in an issue brief,
Designing Coverage: Uninsured Californians Weigh the Options.

Sponsored by the California HealthCare Foundation, this briefing focused on the findings of the
Issue Brief (described above). SHD Director Marge Ginsburg discussed the project results and policy
implications with nearly 40 legislative and government staff, healthcare industry leaders and
consumer representatives.
The briefing provided policymakers with new insight on the values and priorities held by those
who are likely to be directly affected by coverage expansion proposals under discussion at the
Capitol.

The reality of finite resources is starting to hit home with policymakers at the community,
state and national level. Based on its ground-breaking, computer-based CHAT� projects, SHD
is now offering leadership groups the chance to try their hand at finding consensus on
developing a fair, responsible and affordable benefits package.
In a provocative interactive two-hour exercise, participants discover how individual and group
values influence the trade-offs they make when coverage options exceed resources. A facilitator
from SHD provides all materials and leads the session.
